– 6 Yukon Gold potatoes (medium, peeled)
– 3/4 cup water
– salt
– 6 tbsp butter (divided)
– 3 leeks (green and light-green parts only, sliced)
– 3 garlic cloves (thinly sliced)
– 2 packed cups napa cabbage (thinly sliced or shredded)
– 1 1/4 cups milk
– 1/2 cup heavy cream
– Pepper
– 2 green onions (thinly sliced)
